Levelling out Assessment

In recent days and weeks I have been regaled with tales of woe from  teachers who are unable to demonstrate the progress made by children in their charge: Year Six teachers who cannot show sufficient progress made between KS1 and KS2; Year Two teachers who can only show that the children in their classes have stood still  since they were assessed at the end of Year One; and Year Three teachers whose children are moving, burt in the wrong direction (surely an impossibility if both teacher and children even just attend all lessons each day).
